View From Fulton Ferry Landing

New Ferry from the old Ferry Landing. Wait, what's happening over there at Pier 17?
Looks like a fire hose being emptied into the river.
Must be a fire engine emptying their tank? Flushing hoses? BTW, Pier 17, slated for demolition.
