Houston's garbage cans

I kept seeing these garbage cans elevated off the ground and tipped to one side. It seemed bizarre until I saw this scene. They are set that way so people in cars can drive by and toss their garbage out their car window into the waste can. Here is a great example of how Houston is really a car oriented city.

I guess the setup doesn't work as well for walkers/joggers.
